RESOLUTIONS OF THE KWAZULU-NATAL PROVINCIAL CONFERENCE OF THE INKATHA FREEDOM PARTY

RESOLUTIONS
RESOLUTION 1: POSITION OF THE DEPUTY PRESIDENT
Conference noting
- The continued foresight of the visionary leadership of the IFP President, Prince Mangosuthu Buthelezi, whose leadership resulted in the NEC proposal for the establishment of the position of a deputy president of the IFP. Also noting that the said proposal was unanimously supported by the IFP National Council.
Conference resolves
- that the proposal for the establishment of a position for the deputy president of the IFP be adopted as a constitutional amendment proposal at the forthcoming IFP National Conference.
RESOLUTION 2: PARTY MOBILIZATION
Conference noting
- That the IFP branch is the basic unit for party mobilization; And that this basic unit was severely destabilized recently by destructive forces And that the Vukuzithathe program was continually hampered by these forces within our structures;
therefore
- Conference resolves to instruct all leadership levels of the Party to focus on the revitalization of branches and the establishment of new branches as the Party’s priority program in the Province;
- That all structures must intensify their efforts in preparation for 2014;
- That this recruitment drive should be intensified in bringing back lost membership.
RESOLUTION 3: MANGOSUTHU HIGHWAY
Conference noting
- The ANC’s pursuit of its revolutionary program which overlooks the principle of the rule of law;
- That this program has as its objective the obliteration of all other players of the liberation struggle;
- That the improper naming of streets in EThekwini, Umvoti and other parts of the Province can be seen as a drive towards the achievement of this objective;
- That all the iconic structures in the Province are named only after the ANC linked cadres and a few foreign personalities to the total disregard of contributions made by other political players.
Therefore Conference resolves
- To remind the African National Congress that the liberation of South Africa was a combined effort of many leaders and organizations whose contribution led to the total demise of the Apartheid regime.
- That the naming of Mangosuthu Highway in Umlazi was never a brainchild of the Apartheid government and that any move to destroy the legacy of Prince Mangosuthu Buthelezi from the contributions he made to the people of KwaZulu- Natal in the social, political, educational and economical spheres is totally unacceptable;
- To announce our resolve that the IFP will fight to the bitter end if needs be to protect the legacy of Prince Mangosuthu Buthelezi and that of the IFP.
RESOLUTION 4: CABINET RESHUFFLE
Conference noting
- That the reshuffling of the Cabinet in KwaZulu-Natal is the prerogative of the Premier
- That such reshuffling should take into consideration factors such as inefficiency, maladministration, corruption and non performance;
- That this reshuffling overlooked some departments whose MECs are either involved in court cases or on charges of fraudulent actions involving millions of rands and/ or matters of corruption before the Standing Committee on Public Accounts, SCOPA.
Therefore conference resolves;
- To support the decision of the Premier of KwaZulu-Natal in taking the first step in reshuffling the cabinet;
- To call upon the Premier to further muster enough courage to totally uproot corruption, fraud and maladministration by implementing a more appropriate and effective cabinet reshuffle.
RESOLUTION 5: ANC/ NFP GANGING UP
Conference noting
- That the 18th May 2011 Local Government elections in KwaZulu-Natal resulted in 19 hung municipalities where there was no clear winner;
- That the IFP proposal in the negotiations with both the NFP and the ANC that the principle of leading a municipality in accordance with the election results be implemented in these municipalities.
- Conference further noting that the instabilities experience in Mtubatuba municipality, Umlalazi Municipality and other areas are an indication of a decision foisted upon the electorate without any proper consultation.
Therefore Conference resolves;
- To call on the ANC and NFP to honour the wishes of the electorate in the said Municipalities by allowing the principle of electoral majority to take precedence over political greed and expediency.
RESOLUTION 6: CLIMATE CHANGE
Conference noting
- The threat posed by the dangerous emissions which have a negative effect on the planet;
- Efforts of the world governments, institutions and various activities to curb these emissions are evident in the COP 17 Conference, presently taking place in Durban; South Africa.
Conference Resolves;
- To welcome all governments and other world role players.
- Urges all leaders gathered at COP17 to ensure that the outcomes are positive to save our planet.
- Express our concerns over reports suggesting that some role players seem not to be prepared to compromise.
RESOLUTION 7: ROAD ACCIDENTS
Conference notes;
- With grave concern the escalation of road accidents most of which led to fatalities that decimate families.
- Believes that road accidents are a microcosm of a society gone astray from the tenets of ubuntu.
Conference Resolves;
- To condemn all forms of reckless behaviour which have become commonplace on South African roads.
- Calls on government to further tighten the laws against negligent road users and impose harsh sentences for such offences.
- Further calls on government, religious, traditional and cultural leaders to initiate a campaign which takes our people back to the roots of ubuntu which is a lasting solution to the ills such as road accidents.
RESOLUTION 8: ANC/IFP RECONCILIATION
Noting with grave concern that reconciliation initiatives aimed at achieving peace between the ANC and the IFP have stalled at a time when the people of South Africa desperately want to close the chapter of the ugly past, and collectively focus on nation building going forward;
Therefore
- Conference resolves to call on the ANC to demonstrate their commitment to real reconciliation by prioritizing this matter on the agenda of mutual talks between these parties.
RESOLUTION 9: HIV/AIDS
Conference noting that
- HIV AIDS and related illness still contribute to more than 50% of deaths in South Africa and the rest of Africa. Further notes that we are meeting two days after World Aids Day, where yet another 5 year plan was adopted by government.
- The IFP believes that this plan needs effective implementation and the IFP will be monitoring the rollout and success of this plan.
Therefore
- Conference resolves to remind all South Africans that it was the IFP that won a constitutional court ruling for the provision of Neviraphine to pregnant mothers and that this has contributed to the decline in maternal mortality rates.
- Conference encourages ALL members of the IFP to get tested and know their status.
RESOLUTION 10: GENDER VIOLENCE
Noting
- That this conference takes place during the celebration of 16 days of Activism on Violence against Women and Children, the IFP believes that violence against women constitutes a violation of the rights and fundamental freedoms of women and impairs or violates those rights. Further recognizes that women are entitled to the equal enjoyment and protection of all human rights and fundamental freedoms in the political, economic, social and cultural domain.
Conference Resolves;
- To condemn violence against women and children, and calls on government to enforce legislation to promote and protect the rights of women and children.
- The IFP calls for a gender sensitive criminal justice system and it is imperative that the perpetrators of such crimes receive swift and tough punitive sentence.
RESOLUTION 11: CORRUPTION
Noting, the escalating levels of corruption and corrupt practices at all levels of government, and continued reports of the ANC being soft on corruption;
Conference resolves
- That the IFP continues to be a moral compass for all levels of government .
- That the IFP applauds Adv Thuli Madonsela, the Public Protector for the sterling work she has done so far and to encourage the public protector to continue to do her work without any fear or favour.
RESOLUTION 12: PROTECTION OF INFORMATION
Conference noting the recent attempts by the ruling party to silence the media and whistleblowers. Further noting that this is another attempt by the ANC to protect those who are corrupt in its midst.
Conference resolves
- To call on all South Africans to unite and fight against the passing of this draconian bill in the interest of freedom of speech and expression as enshrined in the constitution of the Republic of South Africa.
- To call upon the President of the Republic of South Africa, President JG Zuma not to sign the bill, should it be passed by the National Council of Provinces.
RESOLUTION 13: THANKING THE OUTGOING PEC
Conference noting that the outgoing Provincial Executive Committee was elected in 2008, and Further noting; That more than half the of the elected members did not complete their term of office.
Resolves
- To express its sincere gratitude to the outgoing leadership, in particular its chairman Mr. Mntomuhle B Khawula for perseverance and the sterling work they did during the trying times of the party.
