The IFP Youth Brigade (IFPYB) has noted with concern, the continued arrogance by Mayor Cllr Smangaliso Mgenge, who appointed an unqualified acting CFO, Mr Vusi Mdletshe, following the resignation of the former CFO, Mr Mthethwa.
Mr Mthethwa resigned due to pressure exerted by IFPYB, following his unscrupulous behaviour and corruption in shielding Mayor Mgenge in a bursary scandal, where a sum of R100 000 was deposited in the Mayor’s personal account. We hope that the police investigation currently underway will yield results, and that the Mayor will be brought to book.
It is unfortunate that the morally bankrupt Mayor Mgenge continues to view the Municipality as his personal fiefdom with these shenanigans. Following the resignation of Mr Mthethwa, the item of appointing the acting CFO was tabled before Council. This was merely a gesture of formality, as they had already identified their ideal candidate, the unqualified Mr Vusi Mdletshe.
Mayor Mgenge, together with the Municipal Manager, proposed Mdletshe’s name to the Council for the role of acting CFO. The IFP Caucus voiced its displeasure at the appointment of the academically unqualified Mr Vusi Mdletshe. The IFP further warned the Mayor and Municipal Manager, Mr K E Gamede, that Mr Mdletshe did not meet the minimum requirements, as per legislative requirements. Despite this, the ANC used their majority advantage and went on to contravene Municipal Systems Act.
The roots of corruption and malfeasance in this Municipality run deeper than envisaged. It is unfortunate that Mr Mdletshe is still acting in this position, despite a letter written by the MEC for COGTA nullifying his appointment. We call upon MEC Hlomuka to intervene with immediate effect in uMfolozi Municipality, and to appoint an administrator to ensure the effective and smooth running of the Municipality.
Further, the Mayor, Cllr Mgenge, and the Municipal Manager, Mr Gamede, should be held accountable for any wasteful and fruitless expenditure incurred since Mdletshe’s appointment in the acting position.
We also call upon the Municipality to scrutinise and reconsider the flawed Adjustment Budget, which was drafted by the unqualified acting CFO.
