Mar 25, 2021 | Press Releases

KwaZulu-Natal Legislature
Thursday 25 March 2021 – Pietermaritzburg
Address by – Hon VF Hlabisa: Leader of the Official Opposition and
President of the IFP

Honourable Deputy Speaker,
Hon. Speaker,
Hon. Premier and Honourable Members of the Legislature,

As I fully understand that we have a dedicated day tomorrow to pay tribute to His Majesty, on behalf of the IFP Caucus I want to begin my contributions to the Bill in this House by saluting His Majesty, King Goodwill Zwelithini, kaBhekuzulu. His Majesty the King was the epitome of the traditional institution of leadership in our society. The departure of His Majesty has left a void in this House, in the Kingdom of the Zulu Nation and in the traditional institutions in South Africa.

As we pass the KZN FUNDING OF REPRESENTED POLITICAL PARTIES ACT REPEAL BILL, 2021 to effect the POLITICAL PARTY FUNDING ACT, 2018, the IFP pledges its commitment to take forward the Legacy of His Majesty, as we play a meaningful role in deepening democracy and giving our communities the maximum access to service delivery, for health and quality of life.

Taking into account the purpose of the Political Party Funding Act, 2018, which will come into effect on 1 April 2021, the IFP fully supports the Repeal Bill, 2021 of KwaZulu-Natal, in order to comply with section 116(2)(c) of the Constitution.

  • The IFP supports a workable formula that will be affordable and compensate even the smaller parties with a proportional and equitable allocation.
  • Proper amendments to the policies of the Legislature, with regards to the National Act, should be done to ensure compliance with section 116(2)(c) of the Constitution of the Republic.
  • The IFP supports the KZN FUNDING OF REPRESENTED POLITICAL PARTIES ACT REPEAL BILL, 2021.

Thank you, Hon. Deputy Speaker.
