Debate on Plant Breeder’s Rights Bill (B11-2015) and Plant Improvement Bill (B8-2015)

HON PN MSIMANGO MPL, KZN LEGISLATURE

We must ensure that if this Bill is passed it doesn’t create seed monopoly for multinational companies and lead to farmers paying royalties for the seeds they plant.

Our poor and emerging farmers must have reasonable access to these seeds and the Department must ensure that there are strategies in place to facilitate and ensure that this is the case.

Can the Department of Agriculture say on record that there was no undue influence on it from any of the big players in the seed industry in having the two bills passed by the Legislature?

The IFP would like to know what is the Department’s calibrated strategy to produce black-owned seed producing companies?

I thank you
