Namhlanje sibuthene kuleNdlu sizokhuluma kabanzi ngezindaba ezithinta thina bantu besifazane kodwa sizokwenza lokhu ngaphansi kwefu elimnyama elisigubuzele ngenxa yokushiywa uMama uZondeni Sobukwe. Iqembu leNkatha lithanda ukudlulisa amazwi enduduzo emndenini wakaSobukwe kanye neminye imindeni ehanjelwe izihlobo namalungu emindeni yayo nakuba ingekho kwezombusazwe. Sithi nje akwehlanga lungehliyo. Ukufa kudla fumuka kudle silaza.
Kubalulekile ukuthi siqedwe isihlava sokusebenzisa ipolitiki eshibhile yokubandlula okwenziwa ontabakayikhonjwa uma kunemibuthano efana nephalamende labesifazane lapho abanye bamaqembu ezombusazwe baye bakhishwe inyumbazane kube sengathi umcimbi oweqembu elithize. We have seen many female learners that have been impregnated by male teachers who allegedly paid them stipends for unprotected sex.
The hyenas responsible for these monstrous acts have betrayed the trust bestowed upon them as educators and robbed the girls of their childhood with their blesser tendencies.
Sex perverts have no place in the education profession, they must be named and shamed for the rest of their lives. Teachers should lead by example by being professional and not behave like sexual perverts. Abanye abazali baze bamukele nezimvala-mlomo uqobo ukuze udaba lunganekelwa izwe. Nalabo abaganisa izingane zabo ezincane ngenkani nabo abathathelwe izinyathelo ngaphandle kokunanaza ngoba lokhu kuwukuhlukumeza amalungelo ezingane. Awuqine umkhankaso wokuqwashisa ngokukhulelwa kwezingane ikakhulukazi zisafunda.
Ake ngingene ngomkhono nesiphanga ngokweminyango yesifundazwe ngokusingatha kwayo izindaba ezithinta abantu besifazane. As the IFP we are not satisfied with how public departments are letting down women in this province. We iterate our call for more visibility and execution of various departments’ programmes at grass root level. It is absolutely futile to have all these programmes with beautiful names at your offices if they are not fulfilling the mandate they were designed to fulfil.
We witnessed this from the 2017 resolutions whereby departments such as the Office of the Premier still has unfunctional Operation Sukuma Sakhe War rooms in other municipal wards. KZN has 249 war rooms that are either poorly functional or not established at all. We urge the Office of the Premier to ensure that these resolutions taken at the 2018 women’s parliament will be addressed with the emergency that they deserve.
The Agriculture Department must reach out and allocate more training, resources, workshops and agricultural advisors in all sectors where women seek the support. Kumele kugxiliswe kakhulu umkhakha wezolimo ukuze abantu besifazane bakwazi ukuziphilisa. Akumele bagcine ngokulimela ibhodwe kuphela. Badinga ukuhlinzekwa ngezimakethe ukuze bakwazi ukuthumela imikhiqizo yabo emazweni angomakhelwane kanye nezinqolobane zokugcina imikhiqizo yabo. Kodwa konke lokho kuncike ekutheni kumele banikwe umhlaba wokuthi bakwazi ukuthi balime.
Department of Social Development has amazing programmes such as: 1. Shelters for Abused Women 2. Victim empowerment 3. Counselling to abused women and their children/families 4. Skills training and development 5. Referrals to legal and medical services 6. HIV/AIDS Counselling and 7. Personal Development.
But how many of us in this House have seen any campaign, advertisement and communication in our local areas about any of these programmes? How many of women who have been helped by these programmes?
COGTA was urged to have women directorate but this hasn’t materialised because the structure has not been approved, WHY? We are also not pleased with the number of women in management positions in many departments. Very few municipalities in this province meet the 50% threshold while others have none of women in management. Why are women still being overlooked? We encourage all municipalities to meet the threshold or face the consequences for not implementing this threshold.
As the IFP we also strongly advocate for equal gender pay. If a woman does same job as male counterpart they must earn the same pay. We are against gender pay gap that seek to oppress women.
It is shocking that the Department of Health has only 42% women in management positions in 2018. Further, we appeal to Health Department to conduct awareness campaigns to schools and intensify education on types of family-planning options to assist mothers in the fight against teenage pregnancies. The scarcity and lack of availability of doctors in rural clinics still affect abused women whereby at the time of rape or abuse cases are reported they do not get checked immediately and this negatively impact on their cases.
The other deeply concerning matter is that of poor Home Affairs and Police department failing to trace the activities of illegal immigrants who have turned our girls into drug traffickers, prostitutes, illegal wives and drug addicts. We urge government to clean our streets of these illegal immigrants who also add on our crime levels, we have seen stats on cars stolen in our communities leaving through borders. Recently we saw huge package of explosives used in cash heists entering our country through Zimbabwe border.
Sinxusa umnyango wezabesifazane kuzwelonke ophethwe uMhlonishwa uBathabile Dlamini ukuthi awube sophondweni wokufuqa umkhankaso wokubhekana ngqo nezindaba ezithinta abantu besifazane. Kumele lomnyango uqinisekise ukuthi izidingo zabesifazane ezibucayi njengamaqakelo awafakwa intela uma ethengwa. Kanjalo nomfaniswano wesikole sithi intela ayingafakwa kuwo. Siyakubonga ukuthi amaqakelo ayahlinzekwa ezikoleni kodwa labo abaxebula umkhoma ngokungemthetho kuloluhlelo sithi abathathelwe izinyathelo.
ANC must work on the culture of failing to implement and execute programmes and initiatives. This speaks to the cadre deployment whereby people without skills, expertise and qualifications are put into critical departments through political affiliation and this is why we have seen programmes crumble and failing dismally. The proof is the rate at which we witness violent protests in every corner of this country. Our women want to feel the change.
