IFP Welcomes COGTA HoD Resignation

The IFP, as the Official Opposition in the KZN Legislature, welcomes the resignation of Mr Thando Tubane as the Head of Department (HoD) for COGTA in KZN.

His resignation is long overdue. He was also part of the ANC plot to destabilise IFP-led Municipalities in KZN.

Further, we have been informed by a whistle-blower that Mr Tubane didn’t disclose that his biological son, Songezo Tutshana, is employed as the Deputy Director: Rapid Response. This is tantamount to corruption, as well as nepotism.

In addition, it has been alleged that former HoD Tubane played a major role in the inability of KZN municipalities to spend the allocated grants within the financial year. If one extracts information from Department’s 2018/19 Annual Report as an example (pages 71- 73), R47 250 000 was transferred by KZN Department of COGTA to municipalities on 26 March 2019, when the financial year ended on 30 June 2019.

With the total of R150 101 000 transferred to the municipalities, only R10 795 000 was reportedly spent. The question is, when would Municipalities implement projects if the money was only transferred in March? It seems that the former COGTA HoD, Mr Tubane, is guilty of fiscal dumping, with the aim of getting clean audits and would then end up approving roll-overs to municipalities.

It also remains unclear whether the money transferred to municipalities in March is the same as the amount published in the Gazette, or is it a part payment of the full allocation? Many questions remain.
