Incompetent Officials Must Be Fired At uMsunduzi Municipality

The IFP welcomes the appointment of the uMsunduzi municipality’s new administrator Sibusiso Sithole.

We welcome the appointment of a new administrator, although as the IFP we believe that it has been long overdue as the uMsunduzi municipality has already collapsed. The uMsunduzi Municipality is in dire need of competent leadership. It is time the administrator as the housekeeper to take over the broom at uMsunduzi and begin to clean house.

Following the appointment of the new administrator the IFP expects nothing but the following:

1. That he ensures that all those who contributed to the collapsing of the municipality are held accountable;
2. That a skills audit be conducted at the municipality to see if the municipality has the right people placed in the right positions. The IFP strongly believes that a skills audit must be conducted in order to root out officials who are holding back this municipality from providing services to the people;
3. That the municipality holds its councillors accountable for deliberately absenting themselves from critical meetings and thus collapsing the quorum and rendering the Council dysfunctional;
4. That the municipality institutes consequence management measures for managers responsible for unauthorised and irregular expenditure;
5. To ensure that there is a strong oversight over management, with reference to the management of conditional grants resulting in under expenditure, stopping or threatened stopping of funds by National Treasury;
6. To be non-partisan and act without fear or favour.

The Administrator must ensure that provision of service delivery to the people is fast-tracked. Many people in the uMsunduzi municipality still have no access to basic services due to incompetent municipal leadership. The South African Constitution states that municipalities have the responsibility to make sure that all citizens are provided with services to satisfy their basic needs in which the uMsunduzi municipality is found wanting. The uMsunduzi municipality is in complete shambles.

The IFP believes that no institution can operate efficiently and effectively if it is inadequately resourced; if skills, attitudes and capacity are not at appropriate levels. Unfortunately, this is the scenario facing most of our municipalities.

Furthermore, the IFP understands that for an Administrator to fix the uMsunduzi Municipality it can never be an overnight task. It will be an arduous and lengthy job. Time for complacent attitudes is over. Only action is needed now to fix the mess created by the ANC in this municipality.
