His Worship the Mayor of Nkandla Local Municipality, Councillor AT Ntuli; Ward Councillor Msimango; Ms Bongisiwe Sibiya and Ms Nontethelelo Mhlongo; and members of the community.

It is a great privilege for me to witness the handover of this home to Ms Bongisiwe Sibiya and Ms Nontethelelo Mhlongo. I want to thank the Mayor and his team for responding to the needs to this family. Moments like this remind all of us why we do what we do.

I know that Ms Sibiya is not the only caregiver struggling to make ends meet, and I know that Ms Mhlongo is not the only community member with special needs. There is great hardship throughout Nkandla, and indeed throughout our country. Many people are living in poverty, dependent on social assistance.

While national Government administers billions of Rands, the allocation to local municipalities is never enough to meet every need. This is not because Government is holding back funding, but because economic growth in our country is so poor that the needs outstrip the resources.

Sadly, the resources that are available are too often lost to maladministration and corruption. In the end, it is communities like this and families like yours that suffer.

This why I and the people I work with are so committed to fighting against corruption and fighting for better governance. We know that more needs to be done to assist struggling families, and – to do that – we need to fix the economy, fix the way resources are administered, and fix the kind of leadership that gets services to the people.

I am proud of the leadership in Nkandla Municipality. This municipality is providing an example of good local governance. It is working wisely with the limited resources allocated by Government. It is working in partnership with Traditional Authorities and Amakhosi. It is working hand in hand with communities.

Because Nkandla’s Councillors are actively serving, they are able to identify the most pressing needs. Here in Ward 9, Councillor Msimango became aware of the plight of Ms Sibiya and Ms Mhlongo, and immediately approached the Mayor. Proper shelter needed to be found, but we wanted more than a temporary solution.

Thus Mayor Ntuli sourced funding to build a permanent home for this family, so that they would not only be protected, but could live in dignity. This is the work of leaders who care.

Building houses is not a local competence. It is the responsibility of provincial government. But for leaders who care, people come first. This family was in dire need. They couldn’t wait on a housing list, not knowing when or if a house would be provided. Something had to be done urgently. Thus the Mayor stepped in.

This is the kind of leadership our people deserve; leaders who can be trusted to listen and respond. Today we are witnessing more than a house handover. We are witnessing the result of good leadership.
